I can't remember where I read it, possibly on the Joomla site somewhere, but Joomla 1.5 Beta WILL actually allow for more permission customization based on the rights. I remember this came up because currently, the stable version does not allow one to customize the permissions to only certain sections. For example, the different sections are the different departments at my library. If I give permission to certain individuals (manager or editor..) then they can(if they wanted) add content to another department. Which I don't like of course, but that's the downside with the current stable release. In the Beta version, you will be able to specify or restrict their permission to access only certain sections. If I am recalling correctly.
This will be a great improvement for user permissions
