Joomla is known for its lack of a better hierarchy of users and users rights. Future versions are addressing this problem. You could have people register at your site and leave comments from within the core install of Joomla but I would suggest installing one of the Joomla extensions such as JomComment, JReaction or install the Mambo Blog extension.
I've been using JomComment for a few months and am happy with the flexibility and functionality. The downside to JomComment is that you must purchase this extension. This, of-course, opens the bag of worms that is the talk on the Internet about Joomla and the GPL.
